I'm not aware about this, could you indicate such -t- words in Baltic
and a reference that indicates this Baltic rule

For me in this case : dHh1 > dh1 > ...

There is no reference
the study of PIE phonotaxis
does not even exist.

Two interesting words are
Arabic : d_H1_r_j
"to make roll on the ground"
Arabic : z_H1_l_j
"to draw on the ground".

d_H1_r_j is reflected by two roots
in PIE :
*dhr_gh and *tr_gh
English Drag and latin trah- is the same root
phonotactic pbs inside the root

z_H1_l_j in Greek
alkos (not a dialectal word)
vowel in the first slot
helk : vowel in second slot
Germanic sledge : third slot
*zH1 > *s is the only case
when *z does not disappear as H/y.

Orthodox PIE keeps playing
with graphic combinations
like C+H *ignoring* the fact
that most of these combinations
are impossible from the start.
