That particular composite is pretty new. If you want to look for a
PGerm. predecessor to the concept, though, look at PGerm. *mark-,
corresponding to the USAnian term 'frontier', ie. area which is
being brought under ('our') control. The latter showing itself in
the idea of 'bringing X to justice' (Noriega, Bin Laden) etc. ie.
getting someone out of the frontier zone into the zone where the law
applies fully.
