I agree that this is the case, but I'm thinking more about the last part,
i.e.pamaadatthaanaa, which seems to be the section about
negligence/heedlessness.

I am not sure if it is implied that the aforementioned alcohols lead to
heedlessness without question, or whether this part of the compound is
implying that they may lead to heedlessness, and so one ought to be careful,
which I think is a very different kind of meaning.

I would phrase it as the difference between abstinence and moderation.
However, I am not sure which it is that is implied through the compound
itself.
