The locative is a noun case meaning 'at/on/in sth.' (i.e., indicating
the location of the referent of the noun). We have it in Polish, for
example (although now it is only used with prepositions):

dom 'house'
w domu 'in the house, at home'

ziemia 'earth, ground'
na ziemi 'on Earth, on the ground'

I don't mean that late common or dialectal IE had no locative; it just
had a different form of it, most likely something like *k^r.d-i.
