They _are_ cognates (cf. OHG scouwo:n and OSax. skawo:n). The OE verb meant
'watch, look at (+ regard, examine, inspect, look for, etc.)' and 'display,
exhibit' (e.g. favour or respect); the modern meaning has evolved quite a
lot since OE. The rest of Germanic has 'see, observe' as the central
meaning. The IE root is *(s)keuh1- 'notice, observe'.
