If these words ended up in PIE, it does.
As Gimbutas mentions, the Kurgan/PIE culture must have known the root
*w-gh^- "road, vehicle, transport etc". It can be used for transport
by water too. Austronesian has similar words for "boat":

There's a similar PIE root *w-dH- "lead, carry"

Then there's the "water" root *w-d-

and, oddly, there exists another "water" root *w-g- (Greek hugro-).
There's is no gH/d or g/d alternation within PIE itself that I know
of (other than this?).
Besides, both transport roots are loaned into Finno-Ugric, as is the
*w-d- "water" root; only five (I believe) roots made that trip (IE >
FU).
