This indeed seems to have elements in common with
Rum. <lãbãrtzat>, as far as "flabbiness, floppiness" and
figuratively "sloppiness" are relevant. (Anyway, something
opposite to "firm, steadfast and disciplined".)
If any relationship at all, then the -tz- remains to be explained
(the final -at being only the participle ending, also used in
adjectives). Seemingly, no attestations for an inferred initial
*lãpãrtzat.
