In Romanian, o > u in a pretonic (unstressed) syllable. In <po:mu->, the
stress was on /o:/. Stressed versus unstressed, remember? This has been
explained here again and again, so save your smileys for a better occasion.
I'm no expert on Romanian, but I bet Râm and Râmleni are Slavic. We even
have /-ml-/ from *-mj- here, a clear Slavic fingerprint; cf. SCr. Rim,
Rimljanin.
