Definitely.

You and _maybe_ the OOo Java developer.[A number of experienced VBA
programmers have seen it as a very steep learning curve. One
organization ditched OOo because that learning curve was too steep for
their programmers.]

Having to do Java API calls is a learning curve.

It doesn't matter what platform is running OOo. FreeBSD, Mac OS X,
Linux. Create a document with the required format, save it as Word,
and give the result to somebody who uses Windows. Their system will
suffer The Blue Screen of Death.

Note: Opening the document with MSOffice, on a Linux platform will not
cause the equivalent of The Blue Screen of Death.

It can be done on any versions of OOo that has CJK and Complex Text
Language support.
