N: I had trouble with the construction of the relative: yassa, but
Ven. Yuttadhammo solved it, it refers to the wheel.
Y: after (upari) every ten
spokes (dassana.m dassana.m) of which (yassa - I take this to refer to
the wheel, not the spokes), there is a single spoke that is
shaven/bare/etc. (mu.n.da), for the purpose of making sound
(saddakaraṇatthaṃ) when catching the wind (vātaṃ gahetvā). So,
the
shaving seems to refer to a cut whistle hole of some sort... such that
the melody sounds like a well-played five-piece orchestra
(sukusalappatāḷitapañcaṅgikatūriyasaddo).

N: As Ven. Yuttadhammo suggests: bare, void of vegetation. The bare
rock. In Dutch we have the same word for bald or bare as to head or
as to rock.
As to: great wearer-of-dusty-robes, pa.msukuuliko, the robe is made
from dustrags (contentment with little). Dustrag robes. It need not
be dusty.
