The two words mean "not supporting others" (i.e. not supporting a family;
the term is used of ascetics). The following word means "recognised (as)."
The terms are acc. in dependence on bruumi of the following paada. "I call
him brahmin who is recognised as one who does not support others (i.e. he is
an ascetic), who is established in the essence (of vimutti i.e.
"liberation") etc. Hope this helps a bit.
