Thank you for your helpful replies to my query. [Also thanks to Rett,
Harry and Piya for your thoughtful contributions.]

This commonly putting the agent of ta-particples in genitive, is this
discussed in Warder somewhere? I don't recall seeing it before. Are
there other common examples from the canon that you can share with us?

So perhaps a reasonable English translation might be:
Those who are carried away on the flood of sensual pleasures,
not fully understanding sensual pleasures,
show preference for repeated existence and death in samsara.
