I am not sure, but I thought it is just another way of putting it.
The following three mean the same to me:

(1) a person endowed with right views should regard any sankhara as
impermanent

(2) a person endowed with right views should regard any sankhara of
being impermanent

(3) a person endowed with right views should regard any sankhara from
being permanent

Please correct me if I am wrong.
