My question concerns the word 'vattasiisa.m'.

It only occurs in commnetaries. A quick look at the recorded readings seems
to indicate that the forms in the locative singular are nouns and those in
the instrumental (they never occur with a form of .thaa) are most likely
possessive compounds "having duty as the main thing." There may be
borderline cases, though.
