I agree. Also it seems that the commentaries then elaborate on the
idea of refuge and suggest practices involving effort etc. So the
'effort' doesn't need to be literally baked into the meaning of the
word 'sara.na.m'.

I can picture a possible commentary using an extended analogy based
on taking refuge within a walled city. You flee to the city and flop
down in exhaustion, finally feeling safe from your pursuers. Such a
relief! Passivity. But then they lay siege to the city and it's
necessary to man the walls (mindfulness) and prevent intrusions, etc
etc. Effort.

All of that and more could be discussed with regards to the word
sara.na.m, but if translating it, the plain literal sense should be
enough IMO.
