Were you using characters in the Windows-1252 character set?

The letter <รง> is the only non-ASCII IPA letter in 8859-2 and 8859-11 is the only 8859 part to have *combining characters* - and it was long on hold because it needed them and the policy was not to include them. I think your characters must have been converted to UTF-8 - IS0-8859-2 should come through just as safely as ISO-8859-1.
