I have no etymology for your Khattoi/Catti/Hessen, but I should point
out that -tt- occurs in at least one inherited Italic word, the
plural <cette> of the Latin imperative <cedo> 'give here! out with
it! say!'.

Prosdocimi derives <cedo> from PIE *ke-deH3 and <cette> from *ke-dH3-
te; presumably the development *-dH3t- > -tt- is regular in Italic
though I can think of no other examples.
