My answer is: yes.

If we look at a PIE *sa(:)b- as a reflex of PL SHA-P?E, we can connect

Arabic sab with

PIE *sa(:)b-

perhaps seen in PA (HS) #2214, *seb-, 'flow, pour'.

This would not require an *H for length of vowel.

Latin *sap- seems to me to be a related but separate word but *sap- is what
it (*sab) is listed under in Pokorny.

Regarding the length of the vowel, we might notice Avestan <viSapa>.
