I do consider it possible that x- > k- in certain
external environments but I don't think apis can be
connected to ke:phé:n / ka:phá:n because of this.
First, I think it's most likely that apis is from
*xakYobhi: 'sharp bee = stinging species of bee' and
Exon's Law deletes the *o creating a new combination
of consonants (among others):

akYophiyem
akYofiyem
akYfiyem
apYiyem
etc.
All cases except the nom/voc. would have been
affected then *akYofi: > *afYi: by analogy (as usual,
as *ghr,mokap+ > forceps, etc.).
Since I've already said that w>r after r in this
environment, the fact that this shows no r and the
change fw>p and p>ph after x as sílphe: seems like
more ev. for my theory.

Probably *porkYwo+ > *parswa- 'shining' > Parsa- and
also ParTawa- > Pashto. In Germanic *porkYwo+ >
*farxwa+ 'brightly colored' > OHG farawa 'color', faro
'colored'.
