Greek Themis and Sanskrit cognates

It is my understanding that the Greek "Themis" (the goddess of 'right
order') stems from the PIE root *dhe- (or dhĂȘ-), 'to put place'.
Likewise I understand that the Sanskrit "dhaman" - meaning 'decree',
also stems from the same root.

Someone else informed me: "the Encyclopedia of Indo-European Culture
gives the root as *dheH1-, which would lead to *dhe:- with the loss of
the laryngeal), and derives dharma from *dhe'mn (> dhe:-men, and themis
from *dhe'H1mis (dhe:mis)."

I had thought that dharma derived from *dher- > suffixed to *dher-mn >
dharma.

Can anyone clarify whether Themis and Dharma do, or do not, share the
same PIE root?
