The Ballester essay is a strong presentation of why the argument against reconstruction of a proto-language based of language change should not be automatically regarded as conclusive.

theory i.e the PIE dialects have existed for a very long time and the
appearance of recently splitting families is because of the convergence
of neighboring dialects and secondary semantic shifts.
