I'm not sure how early it can be: according to
<http://www.etymologie.info/~e/d_/de-rotwel.html> and
<http://www.workpage.de/etym.php>, both citing reputable
authorities, <Kneipe> is from Rotwelsche (thieves' Latin),
where it had the sense 'Diebswirtshaus', by way of the
students' slang of the 18th and 19th centuries, where it
acquired the sense 'kleine, gemütliche Schenke' (sometimes
used disparagingly).
