My conclusion, after looking at this for some time in the past, is that it derives from *2. bher-, 'move strongly'.

The usual explanation of Greek North Wind Boreas/Borhaas is from PIE *gWerH- "mountain". I think this explanation have some problems. I feel that is more likely a source <*bH-, perhaps through some Northern dialect (similar to Macedonian, maybe, cf. Bilippos for Philippos), and the same way Boiotia <*bHoi-.
Any comments?
