I. As a good example about PIE *sr > PAlb. *sr > Alb rr Rule and the
river names in Albanian we have :
Alb. rrymë 'water flow' < PAlb. *sru:ma: < PIE *sru:ma:
Other example sr > rr:
Alb. rrag 'apron' < PAlb. srauga: (see Lith. sruoga)
TIMEFRAME of PAlb. *sr > PAlb *rr : After the Romanization of the
Balkans (so around 400-700 BC, if the below etymology is true:
Lat. miserem > PAlb *misere > PAlb *misre > Alb. mjerë 'unfortunate'
II. Regarding a possible PIE *istr: we can find it from Istria
(Illyria) across Danube (Hister/Istros) until Istr river near
Moscow:
Viewing "this geography" of "istr" we cannot explain this *t,
present everywhere on such huge geographical areas, only by "local
ephetentic" rules...from Illyria, Thracia, Dacia until the Baltic Sea.
Regarding the reasons for which the name of the Danube was or not an
Albanoid (Dacian) one:
In one of its main variants : Hister we can detect a "normal"
Albanoid rule:
Albanian Rule: *str > *ster at the end/inside of the word
