Lithuanian deities velnias (bad spirit, devil), Velinas (master of
hell), Veliona (goddess of souls, ghosts) are related to ve:^le:^
(soul, ghost, val as you wrote).

Also probably ve:^le:^ is related to ve:^lionis (departed, late
(dead)), so, meaning of ve:^l- (from Proto-Baltic ve:l-) is late, it
hasn't any conections with strike or wound :(
