That's not the official (e.g. Unicode and presumably ISCII) view.
The official view is that it's just an opaque ligature, like the one
for <jñ>, which also has a certain practical claim to be an
independent letter.
You can actually make a better claim for <ks.> being a letter in
Tamil, though again Unicode does not recognise it.
