Dear Alvin,
Alb. <fill> 'thread' is an old Latin loan (filum, -i 'thread'), where
we may notice regular /l/ > /ll/, when /l/ is in intervocalic
position. One derivative of this loan is <ftilloj> 'to instruct',
methatetic variant of <tfilloj>. Other derivatives are <pëfill> `to
respect, to take into consideration', <shpërfill> `to disrespect, to
not take into consideration'.
About second word <zhvilloj> `to develop' it may be also a prefixed
form <sh•filloj>, later sonorized to <zhvilloj>, probably under the
impact of Italian <sviluppare> `id.' (cf. also constructions <vë në
fill>, <vë për fill> `to develop' literary `to put in thread, to
arrange')
