An odd etymology

PIE *xapa- (*h2apa-) "water, river" >
North German,
North Germanic substrate *haBa- "sea"
German Haff "lagoon" (on the Baltic)
Danish hav "sea"

which would work if some North Jastorf (North Germany, Jutland) IE
language had preserved the laryngeal /h2/. Objections?
