No, Birgit has not proposed *th > BSl. d for *any* material. Rightly
or wrongly, I have suggested this for a handful of etymologies where
we find BSl. d instead of expected /t/ after an old laryngeal. It
has little or no bearing on Birgit's clarification of the allomorphy
of the instrument-noun suffix *-tlo- and its variants, for Slavic
has only -dlo. Therefore, there is nothing distributional to suggest
that this reflects an aspirated allomorph, and she has made no such
claim.
