I put here the opinions that I have related to your questions:
a) Regarding "Flutausis" my opinion is that is a wrong
transcription of "*Alutausis" (showing that Iordanes copied somes of
his writings from different sources because 'Aluta' clearly appears
in other places in his writings)
Why wrong? because in the below paragraph the border is Aluta:
"Coryllus rex Gothorum in regno conscendit et per quadraginta annos
in Dacia suis gentibus imperavit Daciam dico antiquam, quam nunc
Gepidarum populi possidere noscuntur. quae patria in conspectu
Moesiae sita trans Danubium corona montium cingitur, duos tantum
habens accessus, unum per Boutas, alterum per Tapas, haec Gotia, quam
Daciam appellavereo maiores, quae nunc, ut diximus, Gepidia dicitur,
tunc ab oriente Aroxolani, ab occasu Iazyges, a septentrione Sarmatae
et Bastemae, a meridiae amnis Danubii terminabant, nam Iazyges ab
Aroxolanis Aluta tantum fluvio segregantur"
b) b.1. One interpretation is, that Decebal is not recorded by
Iordanes (see below an url that talks about the missing of Traian in
Getica, but it is the same thing here)
because he speaks only by the victories of the Goti/Geti.

(I don't like this book, however this interpretation is very
probable).
b.2. I read in another place (sorry, I don't remember where), as
a second interpretation, that Iordanes's Dorpaneus (Duras Diurpaneus)
is Decebal himself (it is known that Decebal and not Dorpaneus
defeated Fuscus) and that Decebal is only a surname taken by him
after he defeated Romans.
(it is a less probable interpretation viewing other ancient sources,
however is not impossible).
b.3 My opinion is that for Iordanes (unfortunately not for us)
was obvious the fact that 'un Mit Fondator' cannot be based on a
defeat.
