I forgot to mention that Loewe distinguishes between the reflexes of
circumflexed and acute long vowels and diphthongs (à la Balto-Slavic). For
instance, the instrumental *-oh1 (acute) or a:-stem Nsg. *-ah2 are
shortened in all of Germanic (Goth. -a, NWGmc -u), while the ablative *-o:t
(circumflex accentuation) remains long in Gothic (Goth -o:, ON/OE -a,
OS/OHG -o). In the case of *o: I have used the notation *-o:
(ex-circumflex) vs. *-o (ex-acute). I don't know if this analysis is still
fashionable. I can find no fault with it.

The C-stems were in PIE:
