No I intended to write about Latin.

No. The so-called "substratum" (in Romance languages) is _by defintion_ a
consequence of people speaking Latin as their mother tongue. It wouldn't
be "sub" otherwise.

Oh, and by the way. Stop using Antoine Meillet's name in vain. And stop
misspelling it.
