Let me spare you the trouble. The sequences *Ul, *Il, *Ur, *Ir (many
Slavicists interpret them phonetically as syllabic liquids coming in two
flavours, "hard" and palatalised) were metathesised into OCS lU, lI, rU and
rI when followed by a consonant. Any /ul/ in a foreign word was likewise
metathesised to avoid the formation of a closed syllable. In other words
<blUgar-> is simply <bulgar-> forced into conformity with OCS phonotactics.

Felling tells me (only feeling for now, but it may turn more
sunstantial in the future) that the bUl should be an old *bl. (with l-
sonance)
