*gW and *kW (and *ghW) do not necessarily develop in a parallel
fashion. In Celtic, *kW gives k (Irish) or p (Welsh), so it was still
*kW in proto-Celtic, *ghW gives g (Irish) and b (Welsh), so it was
still *gW in proto-Celtic, but *gW always gives b (Irish/Welsh) so it
was presumably already *b in proto-Celtic.
