Tsar, Czar, Tzar are all corruptions of Caesar via the East Roman Empire. The name of Caesar became a title equivalent to king or emperor to peoples who had no idea who Julius Caesar was in history. Your little ditty could also be true but you would have to provide some evidence of such.
