"Nativised" rather than "obviously native". A borrowed suffix may become fully productive in the donor language (cf. Russian -izovat', English -ize) if it proves to be handy. Gothic -areis, OHG -a:ris, OE -ere were themselves, I suppose, borrowed at a very early date from Latin -a:rius and handed on to the Slavs, early enough for *-arI to count as Proto-Slavic.

Do you mean *-ar-i- as in nomina agentis like *rybarI, *zoltarI  etc?
But they're obvious native derivatives (deverbals). Or I got
something wrong?
