Elivåger was a river running from the spring of Hvergelmer in
Nifelheim to Ginnungagap (direction to the south).

Nifelheim: Foggy and spooky place where people went who died in Hel.
Can be seen as "under hell".

Ginnungagap: The enormous gap between the icecold Nifelheim in the
north and the glow hot Muspellheim in the south. The only place with
bearable temperatures.

I don't know much about Okeanos, but Elivåger was rather a river
that
entered the world from the ice in the north. The only thing
surrounding the world I think, was the Midgard-snake/dragon who bit
itself in the tail. It was said to live far out at sea.
