Basically "internationalization" is indeed the process of enabling users to
work with languages other than English, specifically as far as using writing
systems beyond the repertoire English uses. "Localization" nowadays refers
specifically to the act of translating program interfaces into other languages.

By the way, I have also seen one other numerate abbreviation like the above,
that being A12n (Africanization).
