The distinction between character set as the set of glyphs used to
embody it in fonts is a subtle one, but real. It's important, at
least, for programmers. End-users (like you) should never have to
deal with it.
Meanwhile, FWIW, Apple now considers MacRoman more-or-less obsolete.
We are actively encouraging font vendors and software developers to
move forward to Unicode. There are numerous languages where no other
real option is available, but even for English and its friends, a
font covering 223 characters is really insufficient.
