An input method is, well, a method for input of data. Pretty simple, eh?
An input method might be a keyboard layout, OCR, voice recognition,
handwriting recognition... Most of the time, we're interested in
keyboard input methods.

An IME is simply a particular type of (usually keyboard) input method.
