It's just occurring to me that some keyboards really need four
frequently-used rows, not three, and the top row is non-numeric when
unshifted. In those keyboards, the top row also includes letters when
unshifted. IIrc, a Vietnamese layout is one example.

I apparently learned the (qwerty) keyboard on a Model 15 Teletype! It had
only capitals. Even today, I'll occasionally shift to type a numeral.
