This is true. Adobe do not rely on system resources for test layout, font
rendering or typography. The good aspect of this is that they can offer
compatible behaviour on multiple platforms, without being limited by e.g. the
Apple-AAT/Microsoft-OT division. The less good aspect is that you are limited
by Adobe's priorities, which have traditionally been Western European and
Japanese typography. OpenType support is strong for both of these, although
they are effectively -- and annoyingly -- localised in different versions.

The French company Winsoft make localised versions of Adobe apps for the
Middle East and Central European markets. The Middle East version of InDesign
(CS version in beta) is considerably advanced from Adobe's own code, and
includes bidirectional text support and also OT GPOS mark positioning (but
not, yet, contextual mark positioning.
