I don't have any source off-hand, but I've always understood avihimsa to relate to moha; abstention from thoughts of oppressing others (e.g. arrogance, conceit, condescension, stubbornness, etc.) that stem from delusion rather than anger.

Anyhow, if this is the case, then samma-sankappa is complete without avihimsa-sankappa, isn't it?

I think the Suttas are fairly clear about the distinction about abyaapaada and avihi.nsaa sankappas.
Sammaasankppa is: nekkhamma, abyaapaada and avihinsaa.
Abyaapaada leads to actions by mind, words and deeds.
Avihinsa only to actions by words and deeds
