‘‘Katamo ca, bhikkhave, sammāsaṅkappo ariyo anāsavo lokuttaro maggaṅgo? Yo kho, bhikkhave, ariyacittassa anāsavacittassa ariyamaggasamaṅgino ariyamaggaṃ bhāvayato takko vitakko saṅkappo appanā byappanā cetaso abhiniropanā vacīsaṅkhāro – ayaṃ, bhikkhave, sammāsaṅkappo ariyo anāsavo lokuttaro maggaṅgo.

I leave them untranslated; The second definition is meaningful to ariyas only. The first to bhikkhus as defined in supatipanno...

As you can see from above Sammāsaṅkappo1 includes three saṅkappā. Sammāsaṅkappo2 does not include kāyasaṅkhāro.

Anyhow, if this is the case, then samma-sankappa is complete without avihimsa-sankappa, isn't it?

I think the Suttas are fairly clear about the distinction about abyaapaada and avihi.nsaa sankappas.
Sammaasankppa is: nekkhamma, abyaapaada and avihinsaa.
Abyaapaada leads to actions by mind, words and deeds.
Avihinsa only to actions by words and deeds
