sāgataṃ katabhāsātāya sāvanāya katabhāsāsu katabhāsākarontaporisesu (taṃkarontaporisesu) ca.

My inclination is to use the locative for the phrase "about" and a compound for the relative clause; taṃ is the stem form of the demonstrative pronoun (tad in Skt.) referring to the bhāsā,
