It now turns out that 'e' (as well as 'o') is an asarūpa vowel in
every vowel combination including with itself, so Kc 13 can apply to
the combination 'e' + 'e'. Of the 64 possible combination pairs of the
8 Pali vowels, only 12 of these are sarūpa vowel combinations: a+a,
a+ā, ā+ā, ā+a; i+i, i+ī, ī+ī, ī+i; u+u, u+ū, ū+ū. ū+u. This is from my
reading of Kaccāyanavaṇṇanā on Kc 13.
It is not clear to me why 'e' is considered asarūpa in combination
with a following 'e'. Kacc-vaṇṇ on Kc 17 seems to explain why in the
following with a quote from the Suttaniddesa:
ettha ca ekāradvayassa sutisamānabhāvepi asamānāti kalāpasuttaṃ
nissāya asamānabhāvato vā paro asarūpāti suttena parassa lopoti
suttaniddese vuttaṃ. ekāro ca okāro ca sabhāvena asarūpā. ekāro hi
ekārena ca aññehi ca asarūpo. tathā okāro cāti sabhāvato ekārokārā
asarūpāti veditabbā. (pp. 32-3)
