Just a few quick notes.

Moggallaana has a similar rule at Mg I.14:
14. sattamiya.m pubbassa.
It appears that the Burmese nissayas which Ma Vajira refers to is following
the Nyaasa (p. 21) interpretation of the locative in Kacc 12:
etthaca sarāti kārino nidasseti | sareti nimittaṃ | lopanti kāriyaṃ ||
It would be interesting to look at a few Paninian commentaries for
interpretations of the locative use in the grammatical suutras. I've long
understood the usage as 'before' from my studies of S.C. Vasu's translation
of Panini and disagreed with U Nandisena's 'because of ' but now I'll have
to reconsider the matter.
