Illustrator" (Khuddakapaa. tha) and in section IX all is explained.
It has: kara.niiya.m atthakusalena
/should be done by one skilled in good (attha)/

What should be done by one with skill in good,
The state of peace to have attained is this.
Yan ta.m are nominative, agreeing with kara.niiya.m.
Or a second possibility given by the Co: ya.m is a nominative, and
ta.m accusative, agreeing with santa.m pada.m.

This is interesting, we can see that there is not just one possibility.
