land, but more numerous are those beings born in water.

N: Evenso, monks, few in number are those beings born in the middle
districts, more numerous indeed are those reborn in the outlying districts,
among the foolish barbarians.

N: (Comparing PTS): Evenso, monks, few in number are those who are wise,
quickwitted, not deaf or dumb, competent to judge what is well spoken or ill
spoken.

Remark: deaf and dumb: those who are deaf and dumb from the first moment of
life are born with an ahetuka kusala vipaakacitta, thus not with alobha,
adosa and paññaa. They have fewer opportunities in life than those born with
sobhana hetus.
endowed with the ariyan eye: Co has: the Path, with insight.
This sutta points out that it is rare to be reborn a human, to listen to the
Dhamma and that one therefore should not neglect using this opportunity.
