Same with "bhagavato" and "buddhassa".

I think it is actually dative. Pali (unlike Sanskrit,
I think) has two sets of dative forms, one of which is
identical with the genitive. If "namo" must be
followed by dative, one can say either "namo
buddhaaya" or "namo buddhassa".
